How physical resources affect the implementation of the Early Childhood Development B Programme in Zimbabwe
Abstract
Early Childhood Development (ECD) is globally recognised as a critical foundation for lifelong academic success and socio-economic development. In Zimbabwe, the implementation of the national ECD B programme is highly dependent on the provision and adequacy of physical learning resources, which are understood to have a direct influence on educational quality. However, despite this known dependence, there is limited synthesis in the existing literature detailing the specific extent to which variations in infrastructure, learning materials, and classroom facilities have structurally shaped the actual ECD B programme outcomes across diverse settings, particularly concerning equity in resource distribution. This qualitative desk review addresses this gap by synthesising existing academic literature, government policy documents, and programme reports to systematically examine the relationship between the physical learning environment and the effectiveness of the ECD B programme in Zimbabwe. The findings reveal that well-equipped and safe learning environments significantly foster optimal cognitive and social development, whereas, systemic resource constraints, including limited classroom space, inadequate furniture, and insufficient instructional materials, severely impede effective curriculum delivery and learner engagement. Crucially, the study identifies pronounced disparities in resource allocation between urban and rural settings, which worsen existing inequalities in educational access and attainment. Furthermore, policy efforts aimed at equitable resource distribution have often been inconsistent, significantly hampering overall programme effectiveness. The review concludes that strengthening multi-stakeholder and implementing targeted and consistent policy interventions are essential for bridging resource gaps and creating a consistently conducive learning environment that enhances foundational education for all early learners.
